Copy a channel, with its settings and permissions.

Overview#
Duplicate an existing channel rather than recreating its settings by hand. Useful when a channel's permission overrides took a while to get right.
Behavior#
- Copies the channel's type, topic, slowmode and permission overrides
- Messages are not copied, the clone starts empty
- The copy lands in the same category as the original
- Requires the Manage Channels permission
